With the exception of amendments 13, 15, 19 and 24; amendments 11 through 27 modified the original text of the US Constitution. Amendment 18 instituted the prohibition of alcohol through the US Constitution and the 21st amendment removed that prohibition from the US Constitution and delegated the right to prohibit alcohol to the States. The 18th amendment’s prohibition of alcohol was legislative text inappropriate for a nation’s constitution because constitutions and other similar documents tend to declare common law rights of nations at the time they are established and outline the way in which the government is run so citizens can file greivances. The 21st amendment appropriately removed the 18th amendment as text from the US Constitution while stating that the right to prohibit alcohol is a right of the States.

Amendments 11 through 27 state the following:

Amendment 11

The United States Judiciary or Judicial Branch of its Government will not have jurisdiction over any criminal proceedings or lawsuits initiated by another nation or by the citizens or subjects of a foreign nation against the United States or one of the United States naturalized citizens.

Amendment 12

Electors will meet in their own state and vote by ballot for President and Vice President. At least one of the persons on the ballot should not be a resident of the electors state. The elector’s ballots will contain the name of the person they voted for to be President and  separate ballots will contain the name of the person they voted for to be Vice President. The electors will make a list of all persons that were voted for to be President and a separate list of persons that were voted for to be Vice President. The lists will include the number of votes that each candidate received from the electors and the electors will sign and certify the lists. The lists will then be sealed and transmitted to

The President of the Senate will then open the certified lists in front of the House of the Senate and House of the People’s Representatives and the votes shall be counted in Congress.

The person that has the greatest number of votes for President will be the President if the number of votes received is a majority based on the total  number of electors. If no person has a majority based on the total number of electors, then the House of Representatives will chose the President by ballot from up to three candidates with the highest number of votes on the certified lists. When choosing the President, votes shall be taken by states and each state will have one vote. In order to have a quorum to begin the selection process, 2/3rds of the States must be present and a majority of all the States should be present to make an actual choice. If the House of the People’s Representatives does not choose a President by the March 4th following the Presidential Election when that responsibility falls on them then the existing Vice President becomes Acting President just as when the President dies or becomes constitutionally disabled.

No person who is ineligible to be President of the United States according to the US Constitution will be eligible to be Vice President of the United States.

Amendment 13

Section 1

Slavery and involuntary servitude shall only exist in the United States or places where it has jurisdiction as punishment for a crime that the slave or involuntary servant was convicted of in a court. The court must make the conviction in compliance with all due process rights in order for the sentence to be valid.

Section 2

Congress will have the power to enforce slavery and involuntary servitude as a punishment for crime through legislation.

Amendment 14

Section 1

All citizens of the United States through birth or naturalization are citizens of the United States and residents of their respective state. No State shall make or enforce any law that violates or reduces the privileges and immunities granted to US Citizens. No State shall deprive any person of their life, their liberty or their property without proper legal proces. The laws are to be enforced equally within a states jurisdiction regardless of who the victim is.

Section 2

Representatives shall be allocated within each state according to each states population based on the total number of people in the state minus the total number of Indians who are not taxed.

When the right to vote at an election for President and Vice President of the United States, for Representatives in Congress, for Executive Officers or Judicial Officers of the US or a State, or for members of a State Legislature is denied or reduced for males who are  US Citizens and 21 years old; the number of allocated representatives will be reduced proportionally using the ratio of males who had their voting rights denied or reduced to the whole number of males that are US Citizens and 21 years old in the state unless the males had their rights denied or reduced because they participated in a rebellion or another crime.

Section 3

No person can be a Senator or People’s Representative in Congress, an Elector of President and Vice President, hold any civilian or armed forces office within the United States Government or in any State Government who as a member of Congress, an officer of the United States, a member of a State Legislature, an Executive Officer or as a Judicial Officer has taken an oath to support the US Constitution and participated in an insurrection or rebellion against the United States or who gave aid and comfort to the enemies of the United States. Congress may remove this restriction on a person through a 2/3 vote from Congress to remove the restriction on such individuals.

Section 4

The validity of the United States public debt that has been authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion will not be questioned. However, neither the United States Government or any State Government will take liability for or pay any debt or obligation obtained for the assistance of a insurrection or rebellion against the United States and neither the United States Government or any State Government will take liability for or pay any debt associated with the loss or emancipation of a slave; all such debts, obligations and claims will be halted and deemed illegal and void.

Section 5

Congress will have the power to enforce these terms through appropriate legislation.

Amendment 15

Section 1

US Citizens will not have their right to vote reduced or denied by the United States Government or any State Government because of their race, their color or due to previous conditions of servitude.

Section 2

Congress will have the power to enforce these terms through legislation.

Amendment 16

Congress will have the power to impose and collect taxes on income regardless of the source of income and without regard to the census or to the portion of taxes that it amounts to between all the states.

Amendment 17

There will be 2 Senators from each State in The House of the Senate of the United States. The people of each state will elect Senators for a term of 6 years and each Senator will have 1 vote in Congress. The electors for every state will meet the qualification requirements for electors in the State with the most members in their State Legislature.

The Governor of a State will hold a general election when there is a vacancy for a Senator in that State. The State Legislature may allow the Governor to make temporary appointments until the people of the State fill the vacancy by election per the State Legislatures directives for voting.

This amendment will not be construed to affect the election or term of any Senator chosen before it becomes valid as part of the Constitution.

Amendment 18

Section 1

Manufacturing, selling or transporting intoxicating liquors within the United States and its territories or importing intoxicating liquors to the United States and its territories or exporting intoxicating liquors from the United States and its territories is prohibited.

Section 2

Congress and each State will have the power to enforce these terms through legislation.

Section 3

These terms will be null and void unless they are ratified as an amendment to the US Constitution by the State Legislatures as provided in the US Constitution within seven years of the date that these terms are submitted to Congress by the States.

Amendment 19

US Citizens will not have their right to vote reduced or denied by the United States Government or any State Government because of their gender.

Congress will have the power to enforce these terms through legislation.

Amendment 20

Section 1

The President and Vice President terms will end at noon on January 20th and Senator and Representative terms will end on January 3rd in the year that their term would normally have ended had this amendment not been ratified and the terms of their successors will then begin.

Section 2

Congress will assemble at least once a year. If Congress only meets once a year, it will be on January 3rd unless they appoint a different day through legislation.

Section 3

If the elected President dies between the time he is voted into office and the time his term begins, the Vice President will become the President. If a President is not chosen before the time arrives for a new President to begin his term, or if the elected President fails to qualify before his term is scheduled to begin then the elected Vice President will act as President until the President is qualified. Congress may legislate the rules to cover a case where neither the elected President nor the elected Vice President have qualified prior to the appointed time for their terms to begin, Congress will declare who will act as President or the way to select the person who will act as President and the person declared or selected will act as President until the President or Vice President have qualified.

Section 4

Congress may legislate a way for the House of the People’s Representatives to select a President when a person who they are allowed to pick from dies and the responsibility to select a President falls upon them. Congress may legislate a way for the House of the Senate to select a Vice President when a person who they are allowed to pick from dies and the responsibility to select a Vice President falls upon them.

Section 5

Sections 1 and 2 will take effect on October 15th after these terms are ratified.

Section 6

These terms will be null and void unless they are ratified as an amendment to the US Constitution by 3/4ths of the State Legislatures within 7 years from the date of submission.

Amendment 21

Section 1

The 18th amendment to the US Constitution is repealed.

Section 2

Transporting or importing intoxicating liquors for delivery or consumption into a State, Territory or Possession of the United States in violation of that State, Territory or Possession’s law is prohibited.

Section 3

These terms shall be null and void unless it is ratified as an amendment to the US Constitution by conventions in the States as outlined in the US Constitution within 7 years from the date of submission to the States by Congress.

Amendment 22

Section 1

No one will be elected to be President of the United States more than 2 times. No person who has acted as President for more than 2 years of a term that another person was elected President for will be elected President more than 1 time. These terms will not apply to anybody who was President when the terms were proposed to Congress and the terms will not prevent the President or anybody acting as President during the term when these terms become active from continuing to be President or to continue to act as President for the remainder of that term.

Section 2

These terms will be null and void unless they are ratified as an amendment to the US Constitution by 3/4ths of the State Legislatures within 7 years from the date of submission to the States by Congress.

Amendment 23

Section 1

The District that is lawfully established as the Seat of Government of the United States will appoint the following as directed by Congress:

Electors for President and Vice President equal to the number of Senators and People’s Representatives that the District would be in entitled to if it were a State. The District will not have more electors than the least populous states. The electors will be in addition to those appointed by the States but will be considered electors appointed by the State for the purpose of electing a President and Vice President. They will meet in the District lawfully established as the Seat of Government and perform the duties of the 12th amendment.

Amendment 24

Section 1

US Citizens will not have their right to vote reduced or denied for failure to pay taxes in elections for President or Vice President, for electors for President or Vice President, or for Senators or People’s Representatives by the United States Government or any State Government.

Section 3

Congress will have the power to enforce these terms through appropriate legislation.

Amendment 25

Section 1

If the President is removed from office, dies or resigns; the Vice President will become President.

Section 2

When there is a vacancy for Vice President, the President will nominate a Vice President and the nominee will become Vice President after confirmation through a majority vote in both the House of the Senate and House of the People’s Representatives.

Section 3

When the President of the United States sends the Temporary President of the Senate and the Speaker of the House of the People’s Representatives a written declaration stating they are unable to complete their duties and exercise their executive powers, the Vice President will become Acting President until the President of the United States sends the Temporary President of the Senate and the Speaker of the House of the People’s Representative a written declaration stating they are able to complete their duties and exercise their executive powers.

Section 4

When the Vice President and a majority of the principal officers of the Executive Departments or the Vice President and a body that Congress provides through legislation sends the Temporary President of the Senate and the Speaker of the House of the People’s Representatives a written declaration stating the President is unable to complete their duties and exercise their executive powers, the Vice President will immediately become Acting President.

The President of the United States may send the Temporary President of the Senate and the Speaker of the House of the People’s Representative a written declaration stating they are able to complete their duties and exercise their executive powers and resume their role as President of the United States unless the Vice President and a majority of the principal officers of the Executive Departments or the Vice President and a body that Congress provides through legislation sends a written declaration contesting the President’s written declaration within four days.

If the President’s written declaration is contested within 4 days, Congress will have 21 days after the written declaration that contests the President’s written declaration is received to decide if the President is fit to resume office. If Congress is not in session when the Vice President and a majority of the principal officers of the Executive Departments or the Vice President and a body that Congress provides through legislation sends a written declaration contesting the President’s written declaration, Congress will have 48 hours to assemble and an additional 48 hours to make a decision. The House of the Senate and the House of the People’s Representative must each decide by a 2/3rds vote that the President is unfit for Office in order for the Vice President to remain Acting President. If the House of the Senate and the House of the People’s Representative do not each decide by a 2/3rds votw that the President is unfit for Office, then the President will resume the role of President of the United States.

Amendment 26

Section 1

US Citizens who are 18 years old or older will not have their right to vote reduced or denied because of their age by the US Government or any State Government.

Section 2

Congress will have the power to enforce these terms through appropriate legislation.

Amendment 27

Legislation varying the compensation for services provided by Senators and People’s Representatives will not take effect without a majority from the House of Representatives in favor of the legislation scrutinizing and debating the compensation.
